It is understood that intergovernmental cooperation among municipal governments will likely increase the efficiency and cost-effective delivery of public services in our region.
Erie County is comprised of 2 cities, 14 boroughs and 22 townships, totaling 38 municipalities. Of those 38 municipalities, 22 are actively participating in a formal regional Council of Government (COG). Nineteen of those 22 municipalities are participating in general purpose COGs while 3 are participating in the region’s only special purpose COG(NWPA Uniform Construction COG). Erie County benefits from 3 operating COGs—the Erie Area COG, East Erie COG, Tri-County COGand the NWPA Uniform Construction COG,which is the special purpose COG.
When compared to other counties in PA, Erie County municipalities’ participation in COGs is generally in the “middle of the pack”—leaving room for more cooperation and collaboration among local governments.
Note: While intergovernmental cooperation is likely taking place throughout Erie County in addition to the work that the COGs facilitate, analyzing COGparticipation is a solid indicator when gauging regionalism.
